Ooi has been reported to have said that he has information of several high-ranking officers in the local councils being involved in corrupt practices." It is only right for the state government to follow-up on the allegation in a transparent manner to get to the bottom of the issue," he said.<br /><br />H'ng added that the state government must also ensure those involved in corrupt practices are dealt with accordingly.Ooi was quoted in a Chinese daily on Mar 29 claiming several high-ranking officers in the local councils had allegedly resorted to corrupt practices.<br /><br />H'ng said if the issue was not cleared up, people would have a negative perception of the local councils." The truth is Rapid Penang had been professional managed and involved the DAP penang government in all its public activities and programs.<br /><br />Surveys on the public transportation in Penang shows that after the introduction of Rapid Penang by the BN government, dissatisfaction on public transportation had reduced drastically.<br /><br />Yet on 21/7/2008, Penang State Government had announced the operational restoration of Syarikat Bas Pulau Pinang to provide competition to Rapid Penang in order to increase the quality of public transport system. Yet, many people do not realize that immediately after GE12, it abolished the issuance of senior citizen identification cards. These cards enable senior citizens to enjoy 50% fee discount on Rapid Penang buses.<br /><br />Sdra Oh Tong Keong and myself fought against this abolishment and won. Currently, there are about 10,000 senior citizens that enjoyed this benefit.<br /><br />If we had remained silent and used this as an election “bullet”, we will probably scored positive marks. But, we will actually failed the people especially the senior citizens. There are other similar examples.<br /><br />DAP Penang as an opposition before GE12 was a near total failure. Yet this failure, had contributed to their success. Without strong checks and balances, the previous BN government was too complacent. Most of these families are deemed poor as they lived in lower and middle cost flats. All was given automatic water rebates.<br /><br />The actual fact is most of these families do not fall into the poor or needy category. There are even some that drive Mercedes, BMW & four wheels drive. Many houses in the lower and middle cost flats are rented to foreign workers, they also enjoy automatic water rebates.<br /><br />This policy of generalizing the poor is a very incompetent and “lazy” way of identifying the poor.<br /><br />It is actually a populist move to buy future votes.<br /><br />Of course, LGE will get away with it, as it is inadvisable to over complain about it publicly – who dare to take away this small “ang pow” or “duit kopi”.<br /><br /><br /><div><blockquote>P.S. I told the senior citizen that the best thank you is recommending more poor people!!!<br /><br />The fact is – <strong><em><span style="color:#ff0000;">there is an acute shortage of hardcore poor in Penang</span></em></strong>.<br /><br />Why?<br /><br />Because the Penang BN government under the leadership of Gerakan had done exceeding well in prospering the economic and in jobs creation for the past 40 years.<br /><br />Many Penangites are still the first generation, migrating from all over the country to the Pearl of the Orient, to seek a living and eventually to make it their home. There are a few reasons for this:-</div><ul><li>As a government that use populist strategies and tactics, by appointing a Chinese Deputy CM, DAP hopes that this move will be popular with the Chinese electorates. DAP knows how to play the racial card – one Indian DCM, one Malay DCM and one Chinese DCM.</li><br /><li>Lim Guan Eng is not a Penangites, appointing a local DAP YB as the Deputy CM will cover his weakness – he is out of touch with local issues and conditions. His strength is on national issues.</li><br /><li>Having a Chinese Deputy CM that he can trust, will also enable him to focus more on the overall development of DAP nationwide. Have Chinese DCM can travel.</li><br /><li>Lim Guan Eng thru his various actions, had unintentionally marginalized many of his DAP leaders – none are able to be outstanding except YB Phee Boon Poh (in charge of welfare). The appointment of a DAP DCM will minimize this situation.</li><br /><li>DAP Penang have nearly no capable local leaders with the potential to be a Chief Minister. Many leaders are imported. A local protege to the chief ministership have to be prepared for their long term survival as a government.</li><li>Furthermore, the existing two Deputy Chief Ministers are under performing.</li></ul><br /><p>Whether, the third DCM position will materialize depend on DAP ability to convince its partners - KeADILan and PAS.
