Gerakan's CHILL strategy to weather severe economic winter

Gerakan has come out with an "anecdote" in the form of a memorandum on how the nation can weather the economic downturn using the "CHILL" strategy.

Its president Tan Sri Dr Koh Tsu Koon said the government needs to adopt the strategy encompassing capital, housing, incentives, implementation, labour and land to mitigate the pressures and challenges posed by the worst global economic malaise in decades.

The document has been handed to Deputy Prime Minister and Finance Minister Datuk Seri Najib Tun Razak recently for his perusal, he told a media conference.

"We need to take measures to counter the severe economic winter. If we don't, we will not survive. If we survive this winter, then we can enjoy the spring that will follow any winter," Koh said, describing that the world was entering a severe economic winter.

Koh said the CHILL strategy is to be incorporated into the second stimulus package to be tabled by Najib in the Dewan Rakyat on Tuesday.

Among suggestions in the memorandum was on capital. We proposed to the government to disburse soft loans or with zero interest to help small-and medium-sized enterprises to survive the cash flow crunch.

"Establish a special-purpose vehicle similar to Danaharta to buy over bad debts from these enterprises to purchase factory buildings and lease back and to convert these into equity participation, if necessary," said Koh.

He said while first-time house buyers be given credit up to 10 per cent of the purchase price, scaling up to a maximum of RM10,000 based on the property cost of the property up to a maximum price of RM250,000 and this should only cover small-and medium-cost houses.

For incentives and implementation, he said it meant that "success of the second stimulus plan lied in the effective implementation" and using proper incentives, which should include reducing or freezing both the employers and employees contribution to the Employees Provident Fund for a year, to be borne by the government, encouraging innovations in technology and business practices.

On labour, Koh said there was a need for retaining and retraining the nation's workforce who are the country's greatest asset.

"There is an urgent need to preserve jobs and create jobs for school- leavers and graduates. Encourage firms to use the lull period to intensify training and retraining so that our human resource becomes more productive.

On land, Koh said state governments should provide more land for vegetable farmers and legalise farms currently occupying state land without approval.

"The government should also provide subsidies for fertilizers, herbicides and pesticides to the agriculture sector," he said.

Before drawing up the memorandum, he said the party met sectoral groups and would organise a special forum next week on the economic situation and the second stimulus package open to interested parties.

"We will invite prominent speakers to give their views on the situation. The media will also be invited," he said...

Have to say though, Lim Tai Koh, ex-prez, was expelled from MCA.

Lim Tai Koh is a special breed of politician - difficult to find nowaday.

While KTK is Mr Cool, extremely meticulous and work focused. I wish he can be more firebrand and publicity focus.

In the past, Lim & Koh are a perfect partners, they complement each other.

Who is Gerakan targeting to implement this strategy? I think your UMNO brethren will have their own strategy already which usually involves bailing out and saving their cronies first.
